Insight PBS Position Statement: Travel Billing

Purpose

This position statement outlines Insight PBS’s organisational approach to billing for practitioner travel in the delivery of Positive Behaviour Support (PBS) services. It clarifies how travel charges align with the current NDIS Pricing Schedule, and why reasonable travel is necessary to deliver effective, participant-centred supports.

Our Position

Insight PBS recognises that safe, high-quality, person-centred PBS frequently requires practitioners to travel to participants and key stakeholders across home, school, workplace and community settings. Travel enables services to be delivered in the environments where participants feel safe, behaviours may occur and where capacity building has the greatest impact.

Insight PBS will bill for travel in two ways, where permitted and applicable under the NDIS Pricing Arrangements and Price Limits:

  1. Travel time (labour): the reasonable time taken by a practitioner to travel to and from the participant’s location for the purpose of delivering agreed supports.
  2. Kilometres travelled and other eligible non-labour travel costs: reasonable provider travel costs (e.g., kilometres travelled) billed in accordance with the applicable NDIS rules and limits.

Travel billing will always be:

  • Compliant with current NDIS pricing rules and guidance
  • Reasonable and necessary in relation to the delivery of agreed supports
  • Clearly explained to participants as part of service commencement
  • Transparently itemised on invoices (travel time and kilometres shown separately where relevant)

Alignment with the NDIS Framework

The NDIS Pricing Arrangements recognise that providers may incur both time and non-labour costs when delivering supports in community settings. Insight PBS considers appropriate travel billing to align with the intent of the Scheme by enabling equitable access to PBS services across metropolitan and regional areas, and by supporting delivery in participants’ natural environments.

Why Travel Supports Quality PBS Practice

PBS is contextual and collaborative. Travel supports effective service delivery by allowing practitioners to:

  • complete observations and assessment in real-world settings
  • coach families, carers, and stakeholders where support is needed most
  • coordinate with schools and other professionals involved in implementation
  • deliver person-centred, practical strategies that improve outcomes

Billing travel appropriately helps sustain this model of practice without compromising quality or accessibility.

Ethical Billing and Transparency

Insight PBS is committed to ethical billing practices that prioritise participant wellbeing, trust and accountability. Our travel billing approach is guided by:

  • Transparency: travel provisions are outlined in Service Agreements and discussed with participants.
  • Compliance: travel time and kilometres are billed strictly within the limits and conditions set by the NDIS Pricing Arrangements and Price Limits.
  • Reasonableness: travel is only billed when it is necessary to deliver agreed supports and represents the appropriate time/distance required.
  • Clarity: invoices clearly itemise travel time and kilometres/non-labour costs to support participant understanding.

Service Agreement Reference

Insight PBS Service Agreements state:

This Service Agreement includes provision for all reasonable travel costs incurred by Insight PBS in the delivery of supports. This includes travel to and from the participant’s location and eligible non-labour travel expenses. Non-labour costs associated with provider travel (e.g., kilometres travelled) will be billed in accordance with the NDIS Pricing Arrangement and Price Limits. All travel charges will align with the NDIS Price Guide and be clearly itemised in invoices.
